To me the response seems harsher than the review. The buyer was upset that mail is taking very long but she did not say anything remotely nasty. You have 30 days in your policy. Is it over 30 days? A refund might be in order due to UK regulations. To some buyers, with the way the review process is set up, they think they are contacting you.
It's something we all need to remember that some buyers do mistake the review system for contact. I agree whole heartedly. I just received a 1 star from someone and the first thing i do is send them a message apologizing for them not being happy and that I would have preferred they contact me first before they left negative feedback on my shop thus not allowing me to make things right. Its horrible that they can smash your feedback by half a star by leaving a ONE star feedback.
I have asked for more of a description of what was wrong so that I can hopefully make things right but boy I am very disheartened right now too. Seems very unfair to the sellers who bust their arses to put out good quality product. We all know you cannot please everyone but there should be a fair chance for the seller to "fix" an issue if possible before they have the chance to knock you down.

We had the ability years ago. Thankfully it was removed. For one thing reviews were being left in attempts to harm sellers and buyers. It was a true mess and at time so ugly, it made me cringe. On the flip side how many times can you write something like wonderful buyer.
It's not speaking to anything. Reviews are on the item and on the shipping of said item. A concrete measurable review. Discussing buyers is discussing personalities.
While you may not get along with a buyer, that buyer may have a wonderful rapport with someone else. What sellers who complain that they can't leave feedback for buyers don't seem to realize is that sellers are no more free from sin and error than buyers, so it's just about being able to retaliate.
I once encountered a seller who skated by for a long time selling counterfeit game cards for the Strat-o-Matic Baseball board game. He once annoyed the heck out of me by failing to pay for one of my auctions, so I started poking around to figure out what his deal was. He had this interesting track record of getting negative feedback for selling counterfeits, apparently failing to mention in his listing that they were photocopies of the real thing. Well, if you looked at the guy's feedback left for others, it was curious how every buyer who accused him of selling fakes was a "scammer" who was trying to "extort" him into getting a free item.
Every single time, it was like a reflex. Eventually, he was suspended by eBay — from the looks of things, a crooked seller who bullied his buyers through feedback and got what was coming to him after far too long.
Really wish they would add this feature, or at least a block list we the sellers could use to not deal with that person again in the future.

The response indicates that the buyer isn't following eBay guidelines for example, the buyer ended up purchasing the item somewhere else.
The buyer ends up getting suspended for the unpaid item or a different policy violation. Sellers used to be able to leave negative Feedback for buyers. Unfortunately, we found that when buyers had bad experiences with sellers, they were often reluctant to leave neutral or negative Feedback out of fear that the seller would retaliate by leaving negative Feedback for them.
And when buyers did receive unfair negative Feedback, they usually decreased their shopping on eBay. Overall, it became clear that the fear of retaliatory negative Feedback made it more difficult for good sellers to distinguish themselves from not-so-good sellers, and made the Feedback system as a whole less reliable.

Specifying what types of buyers are allowed to purchase from you can be effective protection, so we encourage sellers to add buyer requirements to their listings.
